COVID-19 RE-OPENING

SAFETY PLAN

 

STEP 1: ASSESS THE RISKS AT THE QCC

- Identify areas where people gather

 * Main Hall, Kitchen, Meeting rooms (#1, #2, #3), hallways, playgrounds, skatepark, tennis courts

 

- Identify job tasks where people are close to each other:

* Food Bank, kitchen activities (Community Kitchen, Friday Flicks etc.), chair setting up and take down, sound booth, theatre back-stage, climbing wall, Parents and Tots and Children’s programs 

 

- Identify tools and equipment that people share while working: 

*tables and chairs, office equipment, kitchen equipment, yoga props, toys, sound and AV equipment  

 

- Identify surfaces that people touch often:

* doorknobs, light switches, faucets, countertops, fridge handles, keyboards

 

STEP 2: IMPLEMENT PROTOCOLS TO REDUCE THE RISK

- Review specific protocols (SEE reference: BCRPA restart guidelines).  There are several different protocols specific to each sector.  We need to implement these to minimize risks at the QCC. 

- follow the BCRPA guidelines for re-opening.

 - Different levels of protection

1) Elimination – limit number of people in the building (office included) and rearrange spaces to ensure that people can maintain at least 3m (or 6’) apart (see Facility Capacity diagrams

2) Engineering controls – if physical distancing isn’t possible, install barriers such as plexiglass to separate people (at the office desk, at the kitchen counters); signage and delineation posted on entrance to each space and/or space distance markers on hallway floors guiding and delineating adherence to 6’ separation in spaces. Maximum amount allowed in each space at a time will be clearly posted at the entrance to each space. People utilizing Main Hall and/or Stage space will be directed to enter and exit by front entrance and utilize washrooms in the Hall/ Stage wing. People utilizing the south wing (rooms 1,2&3) will be asked to enter and exit only from the south entrance and use south wing washrooms only, so that groups do not have cross over between the two wings, thus creating more barriers to shared space overlap and therefore, more engineered controls between the two wings (essentially creating two separate spaces). 

- Also, with the calculated capacity per space (allowing for adequate space for 6’ physical distance: see to scale diagrams for capacities in spaces allowing for 6’ between people) there will not be more than 50 people in each separate wing/level at any given time, as per the PHO order in BC. With the Hall wing and South wing acting as separate spaces with their own entrances, there will be far under the 50 allowed.  Total capacity for the Hall and Stage combined would be a max capacity of 35 and then in the South Wing (Rooms 1&2) and upper level (Room 3) the total max capacity would be 24.  However, bookings will also be staggered whenever possible to reduce the numbers in the building to below the max allowable capacity, in an effort to create further safety controls.  

3) Administrative controls – establish guidelines for shared spaces, cleaning practices, and walkway delineation to keep people physically separate 

4) PPE – if the first three measures aren’t enough to control the risk, wear a mask! *We will request that all users in the building facility wear masks & self-sanitize hands continually as well as wash hands thoroughly.

5) Occupancy limits per space: is as follows (also see to scale diagrams for capacities in spaces allowing for 6’ between people): Main Hall = 24, Stage = 11, Room 1 = 6, Room 2 = 4, Room 3 = 14. For each multi person bathroom only 2 people will be allowed at a time (two people of above listed MAX capacity space users only, not additional 2 persons).

 

Measures in Place: 

- Office staff working offsite and remotely when possible

- Changes to office work schedules i.e. staggered schedules

- Changes to office occupancy limits (2 max: at stations 6’ apart and with plexi separation barriers)

- Posting signage on occupancy numbers on each meeting room, Room 3 and Main Hall

- Posting signage on effective handwashing practices in all bathrooms

- Posting signage on who is restricted from entering the premises (including public and staff with symptoms).

- Reducing number of events and higher risk activities (such as larger community groups, food service, i.e. the community kitchen Lunch program and drop-in type programs)  

- list the rules and guidelines for everyone in the workplace to follow to reduce the risk of person-to-person transmission. (physical distancing, handwashing, stay home if ill, wear disposable gloves in some situations –(i.e.: stacking and setting out chairs).

- Have policy that face mask wearing is mandatory while in the building

- Janitor, and facility staff have reviewed the proper information on cleaning and disinfecting surfaces.

- Ensure that the facility has enough handwashing locations on site and hand sanitizer dispensers at each entrance (and visible) to safely practice good hand hygiene while at work. 

- Post signage that public must use hand sanitizing dispensers at each entrance before entering building.

- Guidelines have been set for staff for handwashing on a regular basis while at work.

- We have implemented cleaning protocols for all common areas and surfaces following the: WorkSafeBC COVID 19 health and safety – cleaning and disinfecting guidelines document 

- Extra precautions: User group facilitators, instructors or volunteers will also be asked to sanitize all touch points utilized, at the end of their sessions (QCC will supply sanitizer for each space) and will be required to read, understand and sign off on all criteria on rules and regulations for use of space, prior to use of space. As per the BCRPA guidelines, users will also be required to submit a COVID-19 Exposure Control Plan that clearly demonstrates how activities will be provided to align with the directives of the Provincial Health Office, local authorities, and other relevant regulators (i.e. WorkSafeBC). The purpose of this control plan is to identify the specific control measures that will be taken in order to mitigate the risk of virus transmission, the party responsible for ensuring compliance within the user group, and include but is not limited to, a plan on managing physical distancing, common touch areas, and flow of participants.

 

Step 3: DEVELOP POLICIES

- Show the necessary policies to manage who can be at the workplace, how to address illness if it arises. 

 

COVID – 19 illness policy:

            * No person (staff or public) that is showing symptoms of COVID – 19 is permitted in the building.  This includes anyone that had had symptoms of COVID – 19 in the last 14 days.  Symptoms include: fever, chills, new or worsening cough, shortness of breath, sore throat, headache or new muscle aches. 

            * Anyone who has arrived from outside of Canada that has not self-isolated for 14 days is not permitted in the building.

            * Public visitors are limited in the office, staff will meet and address question outside the office door in outer courtyard or by phone to ensure 6’ foot physical distancing can be met.

            * Staff have been trained with procedures around the risk of violence that may arise as a result of the public adapting to the new restrictions (phone 911).

            * If any staff or public should start to feel sick at the QCC then they are asked to wash their hands, are provided with a mask and are isolated in Room #2 until adequate transportation measures are taken to safely return them home. 

            * If the person is severely ill then 911 will be called.

            * Any surface that that person has come in contact with will be cleaned and disinfected.

            * Facility users will be expected to wear face masks in the building and sanitize hands before entering the facility as well as follow proper adherence to guidelines and signage posted .

 

Training Plan:

            * Staff will be gathered prior to re-opening to be adequately trained on the new COVID – 19 policies in effect (user group facilitators, instructors and volunteers will also be given all criteria on rules and regulations and must sign off on having read, understood and will have adherence to before use of space agreement will be permitted, same as below).

            * New cleaning and disinfecting procedures will be demonstrated.

            * Proper understanding of the signage around the inside and outside of the building will be reviewed.

            * The illness action plan will be discussed and outlined. 

 Staying home while sick Policy:

            * Any staff that has had symptoms of COVID – 19 in the last 14 days (fever, chills, new or worsening cough, shortness of breath, sore throat, headache or new muscle aches) will NOT come into work.  They will phone into the office to communicate their situation.  They will stay at home and self-isolate while they monitor their symptoms.  If symptoms persist, or worsen they will not re-enter the workspace until they are tested for COVID-19 and have received negative results.  

 

Step 4: DEVELOP COMMUNICATION PLANS AND TRAINING

- ensure that everyone (staff and public) entering the workplace knows how to keep themselves safe while at the QCC.

- Show that we have a training plan to ensure everyone is trained in workplace policies and procedures.

- Show that all workers have received the policies for staying home while sick.

- Show that we have posted signage around the building, including occupancy limits and effective hygiene practices. 

- We have posted signage at the main entrance indicating that anyone (staff and public) are restricted from entering the building who show any COVID-19 symptoms.

 

Step 5: MONITOR AND UPDATE PLANS AS NECESSARY

- Create a plan to monitor risks and allow changes to policies and procedures as necessary

- All use will be pre booked and pre-registration, no drop in will be permitted and each group facilitator and/or instructor will keep and submit an accurate log of attendees, with names, phone numbers and emails (as per the PHO requirements, so that tracking can be done in the case of a community outbreak). 

 

Step 6: ASSESS AND ADDRESS RISKS FROM RESUMING OPERATIONS

- Create a training plan around changes to our operations and equipment

Communal class equipment will not be available for sharing; such as yoga mats, props and bolsters, gym mats, fitness equipment and toys. All participants must bring their own personal equipment, drinking water bottles and take all items home with them when they leave.
